The property will be the sixth Hilton property in the country, and offer 195 rooms, a restaurant and two meeting rooms.
The hotel will be located close to the city's main historical, cultural and administrative centre and business district.
Hilton Hotels senior vice-president development Patrick Fitzgibbon said: "There is significant appetite from hotel owners and developers in Russia for a contemporary yet affordable, focused service product. Following the success of the brand's debut in Perm last year, we know there is strong growth potential for Hilton Garden Inn, especially in Russia's regional centres."
Hilton currently has two properties in Russia - Hilton Moscow Leningradskaya and Hilton Garden Inn Perm - with Doubletree by Hilton properties set to open in Novosibirsk, Perm and Sochi by 2011.
