The recession has forced THA Group to consider a restructure and further redundancies.
THA Group chief executive Darren Gilbert said the agency was considering a restructure in response to "current market challenges" in the UK.
"This may involve changes in staff roles and, as such, we are in communication with staff on possible alternatives and solutions," he said.
"Though a consequence of this may, unfortunately, include redundancies, we are confident that any steps we take are both necessary and with our clients' and stakeholders' best interests as the priority."
Gilbert declined to comment further.
The shake-up comes on the back of the agency making 28 job cuts in the UK and Belgium earlier this year.
