The project will start in the autumn and will target around 20 universities.
KPMG's recruitment and resourcing senior marketing manager Paloma Alos said: "TRO's response to our brief was fresh and creative. Latest account wins for TRO include Renault and the Royal Navy. The agency has also been reappointed by BMW to handle the car maker's dealer and public events.
TRO is expanding its workforce to reflect the growth and has recruited five new staff for the London office with a further 30 planned for the agency's East Anglia base.
