Speaking to Trust.org at the 6th European Pro Bono Forum in Madrid, Lord Phillips said that corruption is the "issue of our times", adding that the Act is well thought through but likely to end up as a "farce" as a result of poor enforcement.

"We need a high quantity and quality of lawyers to bring effective prosecution as large corporates have very large teams of accountants and lawyers to defend them, and that's not good enough for a mature democracy like ours," he added.

Eventia's chairman of the regulation committee Brian Kirsch told C&IT that he agreed that corrupt practices need to be tackled firmly, but added that his fear is that the Act could "be taken beyond its remit" impacting on legitimate hospitality.

Speaking about the SFO's recent changes to their guidelines on the Act he added that, although certain elements have been redefined - for example facilitation payments and corporate hospitality - the decisions faced by companies in the real world can be tough.
