Moore told the Commons Home Affairs Committee that the plans were under consideration as a way of enforcing the message that Britain was "open for business".
"It is an idea that officials are discussing with port operators. It will then go back to ministers for them to consider whether and how it is going to be progressed. It is an idea that is being pursued."
Airlines including British Airways already have agreements with Heathrow to use fast-track lanes for Club customers but a dedicated lane for business travellers is new.
The scheme has already faced criticism from Committee chairman Keith Vas MP, who called it "unfair and unjust", fearing it could increase waiting times for ordinary passengers.
