ATP Event Experts was previously appointed as the official supplier of England's 2018 events, but lost out on the opportunity after Russia's controversial bid win.
Heineken appointed the agency to run its events during the Rugby World Cup, after beating off competition from international travel and event organisations.
Preperations for the event have now begun, and will be on location in New Zealand with an experienced project management team.
ATPI will provide a full hospitality programme and activities including day tours.
ATPI business development director PJ Mitchell told C&IT: "One of our consultants was out with the bid team when the result was announced, so obviously we were devastated. That said there are many opportunities for Qatar and Russian experiences."
A Heineken International spokesperson said ATP Event Experts' international event experience at sporting events was an important factor.
Mitchell added: "Obviously we are honoured to have the confidence of Heineken for this prestigious assignment. It confirms our belief that we are able to demonstrate the right experience for the activation of Heineken's sponsorship projects."
