Department for Culture, Media and Sport is examining a possible merger between Visit Britain and Visit England, a representative said, amid plans that include abolishing the UK Film Council.
An "alternative structure" is being considered that will examine how to maximise the benefits of the London 2012 Olympic Games, she added.
Visit Britain corporate press officer Mark Di-Toro added: "All non-governmental departments such as Visit Britain are being reviewed. As far as we are concerned, it is business as usual."
In June, secretary of state for culture, Olympics, media and sport Jeremy Hunt announced a new fund aimed at generating £1bn of public relations and marketing activity to create a permanent tourism legacy.
"We are working hard with ministers to deliver this £1bn plan," added Di-Toro.
